Dos and Dont’s for Safe Personnel Transfer
Every day, thousands of seafarers, pilots, surveyors, stevedores and shore personnel move between ship and shore using gangways, accommodation ladders and pilot ladders.
Although these operations are often considered routine, accidents, near misses and Port State Control findings continue to show that embarkation and disembarkation remain among the highest-risk activities onboard.
Port State Control authorities worldwide continue to identify recurring deficiencies related to access equipment, maintenance, inspection routines and operational readiness. The implementation of IMO Resolution MSC.576(110) further increases expectations regarding pilot transfer arrangements, maintenance standards, traceability and crew familiarization.
However, compliance alone is not enough. Safe embarkation and disembarkation ultimately depend on effective Safety Management Systems, proper supervision, crew competence and a strong onboard safety culture.
Safe access should never be treated as a routine task. It is a critical operation where preparation, vigilance and operational discipline are essential for protecting human life.
DOs
- Use the right access: use approved pilor ladder, combination laddder or gangway as appropriate
- Check before you step on: Verify secure rigging, handrails, streps and connections
- Maintain three-point contact: Face the ladder or gangway, do not overreach
- Communicate clearly: Use radios, agreed signals and confirm each step
- Keep hands free: Hoist tools and bags separately, use tool landyards
- Assess conditions: Check sea, wind, visibility and lighting, stop if unsafe
DONT’s
- Don’t rush: No shortcuts, take your time
- Don’t use damaged equipment: Report defects, do not use
- Don’t climb with loose items: Do not carry items, use hoisting
- Don’t ignore weather conditions: Rough seas, strong wind or poor visibiliy increase risk
- Don’t use mobile phone durin transfer: Stay focused on your movement
- Don’t proceed without communication: No communication, no transfer
No shortcuts during transfer: Safe access means safe people and safe operations.
